We did this card at our Club meeting this month using the stamp set called Just Believe.  This set is one of my favorites but unfortunately it is going to retire at the end of May.

To make the color background, you squeeze a couple of drops of ink refill onto anything plastic (I used the inside of an ink pad).  Then you take an Aqua Painter, dip it in the ink and lightly rub it across the paper.  I used Marina Mist, Pool Party and Old Olive in this card.  Then I stamped the images in Basic Black ink so it looks like a silhouette.
